Sending data to LR1262 using Chirpstack

I am successfully receiving messages from the LR1262 to Chirpstack. However, the unit is not seeing the message to the LR1262 using the Queue feature of Chirpstack. Viewing LoRaWAN frames I can see encrypted data in frm_payload when I expand the corresponding UnconfirmedDataDown.
I have successfully sent a messages to another LoRa device so I know the basic capability works.
